Canon Point: Just after saving the multiverse from Ecolo in Puyo Puyo 7, but with enough of a rest to be ready for the inevitable next big adventure. (Which would have been Puyo Puyo‼, for reference; I'm only leaving that game out because it has no translation yet.)
Setting:
Oh boy. Arle's been in every single Madou and Puyo game, so this is gonna be a long one. But not too long. The plots are largely of the excuse variety, after all.
As a general rule, the Puyo multiverse solves things by playing Puyo the way the Yugioh universe solves things with children's card games. Which is to say, it solves all the things that way, all the time, forever.
... Oh yeah, you don't know what Puyo is, do you? Well. It's a falling-block puzzle game, played with colored blob that are also called Puyo. (It's nearly impossible in context to confuse the game with the blobs, so don't worry about that.) If you've ever played Kirby's Avalanche or Dr. Robotnik's Mean Bean Machine, that's Puyo. It is literally the same game.
Short version, you drop Puyo onto your playfield, adjacent like-colored Puyo link up, when you get a group of four or more, they explode. Clearing lots of Puyo with a single move drops clear Nuisance Puyo on the enemy's playfield. When the field fills up to the top, you lose; last player standing is the winner. There are various rulesets for more varied play, including super modes, special attacks, and alternate win conditions, but that basic gameplay holds in nearly every variant. And yes, they are literally playing the puzzle game in-universe. It's not quite as nonsensical as playing a card game to solve every problem, but it's up there.
First, the "Madou" world. (The worlds don't have real names, as far as I know.) The Madou Monogatari series (obviously), first four main series Puyo Puyo games, and Puyo Pop GBA (or Minna de Puyo Puyo) all take place here.
If you've ever played an RPG, you have the basic idea. For the most part it's the ISO Standard Fantasy Setting™. You know the one, it looks like the distant-but-not-too-distant past of real-world Earth, plus magic and monster-infested dungeons, minus most discrimination and other bad stuff. On top of that, there's the local magic school, which has an absurdly difficult final exam for the kindergarteners. Real-world children that age are encouraged to stay out of the local slime-infested tower, after all...

Satan, yes that one. Ruler of Puyo Hell, which is like regular hell, except in the Puyo World. Pathetically in love with Arle, to the point that he's convinced they're engaged despite her clear lack of reciprocation.
Rulue, the Fighting Queen. She loves Satan. Therefore, she hates Arle. No matter how much Arle protests that she's not interested in Satan herself.
Schezo, the Dark (but not Evil) Wizard. He wants Arle's power. Apparently he sucks at languaging, though, because he keeps saying he wants her. Yeah, awkward. Drives the shippers wild, though.
Then there's the "Fever" world. Puyo Pop Fever 1 and 2 take place in this world, as does Puyo Puyo 15th Anniversary (or Puyo Puyo!, as it's officially titled). This world is rather more modern than the Madou world, but not quite present day -- electric lights come standard in most buildings, but literature is still the primary form of portable entertainment. Aside from the advancement in technology, it's very similar to the Madou world, to the point that, if one was in a wild mass guessing mood, one could postulate that they are, in fact, the same world in different time periods. There's no particular evidence in favor of that, of course; the worlds are most likely just very similar. Also, every building has Puyo on it. Just in case you forgot what game you were playing. Arle and Carbuncle were transported to this world accidentally somehow while playing Puyo.
Notable Fever characters:
Amitie, the Arle of the Fever world. More of a ditz than Arle, though.
Ms. Accord, the teacher of the local magic school, and Popoi, her cat puppet who may or may not be a sentient being of its own.
Lemres, the Comet Warlock who really likes sweets. And the handing out thereof. Yes, they did make the stranger danger joke. Several times.
Feli, the dark magic girl who really likes Lemres. She's really into divination, which has convinced her it's her fate to be with Lemres.
Klug, the super-cocky nerd guy who also really likes Lemres, but probably in a non-romantic way. (Not that you'll hear that from the shippers.) Naturally, he doesn't get along with Feli. He once accidentally a demon from a book. That didn't work out so well.
Sig, the spacey moe boy who is currently the metaphorical can in which the aforementioned demon is sealed. You can tell, because of his bright red clawed left hand. He likes bugs.
And finally, the "7" world, which, as the name implies, was first introduced in Puyo Puyo 7. As the newest Puyo 'verse, it's the least developed, but we know a few things: It's a lot like modern-day Japan, the whole Puyo thing is not a native feature, and it has Some Kind Of Magic Science™ that can turn a person into a bear-person but never gives anyone cancer. Arle was taken to this world by Ecolo as part of the plot of Puyo Puyo 7. Carbuncle followed her, because.
Notable 7 characters:
Ringo, (as in "apple", not "Starr") the Arle/Amitie of the 'verse. A math geek with a snarky side.
Maguro, Ringo's friend. Very fashionable (or so I'm told), always carrying around a Puyo kendama (wait, but Puyo didn't exist in that world before... how does that even work?!), and yes, his family runs a fish shop.
Risukuma, the aforementioned human-turned-bear. Science: It totally works like that here!
Ecolo, the Bad Guy. Or rather, the Bad Blob? It's (usually) a humanoid blob of dark energy. It possesses people (like Arle, for example), and wants to bury the universe in Puyo. Because it's fun, is why.
Personality:
Arle, as the protagonist of the series, is energetic, determined, and outgoing. Standard traits, to be sure, but they're still hers. She does show a hint of laziness, however, and attempts to rationalize when called on it. Her favorite color is blue, and (by her own admission) she always wears the same outfit. She does have a tendency to save the world...
When meeting new people, her first instinct is to play a round of Puyo. It's pretty much a no-lose option, when you think about it. There is, of course, the martial arts cliché of getting the measure of someone through sparring, but there's also preemptively training possible new allies and defeating possible new enemies.
As Sacrosanct will now be the third world she's been transported to without warning, she's rather taking this little journey in stride.
Carbuncle is an adorable little, uh, carbuncle, who follows Arle around, likes curry, and may secretly be the most powerful being in the Puyo world. Yes, his given name and the name of his species are identical. Since he appears to be the only carbuncle in the Puyo multiverse, no confusion has ever ensued from this. He often goes off on his own adventures, most of which seem to be "be the secret extra-hard final boss". His running off tends to drive the plot of the Puyo games, because he never thinks to check with Arle; but he's never had a deliberate, reasoned effect on any major plot elements. Oh, and he can only say "gu", making it hard to tell whether he's a sapient being or just a particularly intelligent animal.
At first glance, they appear to have a simple pet/owner relationship. In reality, it would be more accurately described as brother and sister. Except, you know, without the genetic relation part. Arle once described Carbuncle as the reason for her energetic personality, and the mere hypothetical thought of possibly losing him was enough to bring her mood down significantly.
Abilities, Weaknesses, and Power Limitation Suggestions:
+ Magic: Well, everyone has magic in the Puyo multiverse. As the main character, however, Arle's magic is high-tier. Known spells include Fire, Ice Storm, and Thunder, which all do what they sound like; Diacute, which doubles the power of the next spell she casts (including m Diacute); Healing, which, uh, heals; Ruipanko, a shield spell; and Bayoeen, Arle's signature move, which looks so impressive the enemy just can't help but stare at it for several turns. Carbuncle knows all of Arle's magic, too; presumably he learned it by imitation, somehow.
- Squishy Wizard: ...Yeah, mages don't do so well in fistfights. Or swordfights. Or really any fights other than spellslinging. Particularly not when those mages have been playing a proxy battle for the past several games rather than fighting for real. Also, Carbuncle is tiny.
Inventory: The tournament medal from Puyo Puyo! (the 15th anniversary game). Said medal had the ability to grant one wish, which has long since been expended. The clothes on her back. That's... about it.
Appearance: Here. Not to state the obvious, but Arle is the girl in blue, and Carbuncle is the little yellow rabbitish thing.
Age: Arle is "around 16", according to the Puyo Nexus wiki. Carbuncle has no stated age, but can't be younger than 11, since his earliest appearance was in a game where Arle was 5.

"Yeah, but he'd only do that if we lost. There was no danger in the actual adventure part of the adventure. Honestly, I think I prefer that kind of adventure, but the world doesn't exist to give us what we want, now does it?"

"Well, we're in a futurey science place, right? So a futurey science thing could be the exit."

"No way, it can't be a garbage disposal."

"Well who would put a one in the middle of a... rain of junk. Never mind, silly question. We should have a look anyway, it's probably labeled."

- The first game: This game is still in "blatant excuse plot" mode and isn't all that clear about things, but Arle has somehow found out that Satan has an evil plot of some kind, presumably world domination, and battles her way through 12 random enemies and Satan himself to stop it.
- The third game: Satan has made the sun bigger in a poorly-considered attempt at getting a nice tan. Arle sets off to knock some sense into him and get the sun back to its normal size before something goes horribly wrong.
- The fourth game: Satan accidentally a suspicious Puyo Circus, and as if that wasn't enough, Carbuncle has vanished. Save Carbuncle! ... Well, he probably doesn't need saving, precisely... find Carbuncle! And deal with the circus. Seriously, what is up with that thing.
- The seventh game: She spends most of this game possessed by Ecolo, but after Ringo saves her, she turns around and saves Ringo in the final battle. She was already there, after all.
